Holdem Electric Fencer

Holdem Electric Fencer

I have a Hol-Dem Super-Power 980 power unit that was given to me. When i test it without being hooked up to the fence, my fence tester reads full power. When i hook up the electric fencing up to it, i get no reading at all. I am planning on installing a new ground stake as this is the only thing that i can figure may be wrong with it. Is this a style of power unit that requires one end of the electric fence to be hooked up to the 'hot' connection, and the other end of the electric fence to be hooked up to the ground (continuous loop) ? I am really at a loss here and could use some help. Thanks in advance.
